On 11-12 May 2011, SUERF, the Belgian Financial Forum, the Brussels Finance Institute and the Centre for European Policy Studies (CEPS) jointly organised the 29th SUERF Colloquium on New Paradigms in Money and Finance. The papers included in this SUERF study are based on contributions to the Colloquium. The 2008-11 financial crisis has demonstrated unsatisfactory performance in financial institutions and in financial regulation and supervision all over the world.

This report was commissioned by the Swedish Institute for European Policy Studies (SIEPS), with the aim of assessing Poland’s Council Presidency in the second half of 2011. The first part of the study looks at the evolution of Poland’s presence in the European Union since 2004. In the second part, Poland’s preparations for the Presidency are examined in detail, including the set-up of the national coordination mechanisms, the role of the Trio Presidency and programming of the priorities.

Only daydreamers could have imagined that constructing a foreign ministry for a supranational entity with unified external representation would be easy. In this paper on the external representation of the EU, published by the Finnish Institute for International Affairs, CEPS Research Fellow Piotr Maciej Kaczyński observes that the European Union has once again entered uncharted waters. He attributes the complexity to two overlapping developments. First is the confusion over who to represent: the Union or the Union and the member states.

This working paper was commissioned by the World Bank under the FAO/World Bank Cooperation Programme. It was written as a background research paper for the 2009 edition of the World Development Report. The paper elaborates on the history and theoretical background of the European Union’s rural and regional policies. In particular, it examines how the endogenous growth theory has influenced these policies.

This study addresses the new challenges stemming from data processing policies and systems falling under the scope of police and judicial cooperation in criminal matters in the EU’s Area of Freedom, Security and Justice. It identifies a set of common basic principles and standards for the genuine assurance of data protection in all the phases of EU policy-making and for the effective implementation of this fundamental right of individuals.

Since the launch of the Lisbon strategy in 2000, innovation has been regarded by EU policy-makers as key to long-term growth and a number of initiatives have been developed over the past decade. In light of profound social and economic shifts that have taken place in the meantime, however, it is now time to take a fresh look at a dynamic and renewed policy to drive innovation. This report, undertaken jointly with Ernst and Young, focuses on EU innovation initiatives and identifies changes that would lead to more responsive and dynamic innovation policy.

This study sets out to examine the impact and implementation of the EU Charter of Fundamental Rights with respect to three EU Home Affairs agencies: Frontex, Europol and EASO. It assesses the relevance of the EU Charter when evaluating the mandates, legal competences and practices of these agencies, particularly in the fields of external border control and the management of migration.

The use of economics in public policy, in the form of ex ante Regulatory Impact Analysis (RIA), is strongly advocated by international organizations such as the OECD and the World Bank. In the US and the EU, hundreds of RIAs are produced every year to justify public intervention in the form of regulation. But reality shows that in many other countries the adoption and implementation of this tool has been patchy at best.

The EU’s R&D policy has recently come under the spotlight. It is a central element both in the review of the EU budget and in the so called ‘Europe 2020’ strategy, where the goal of increasing the level of investment in R&D in the EU to 3% of GDP is emphasised. This report, commissioned by the Swedish think tank SIEPS (Swedish Institute for European Policy Studies), discusses the strengths and weaknesses of the Union´s R&D policy and examines areas in which the EU should pay particular attention in order to ensure that results are delivered.

This book is a Spanish translation of a major study conducted by CEPS in 2008, with the aim of investigating the merits of a diverse banking system with a special focus on the performance and role of savings banks in selected European countries where they are still prominent (Austria, Germany and Spain) and where they have progressively disappeared (Belgium and Italy). The theoretical and empirical arguments that are developed in this book tend to support the view that it is economically and socially beneficial to have ‘dual bottom-line’ institutions, such as savings banks.

The Market in Financial Instruments Directive (MiFID) is nothing short of a revolution. Introduced on 1 November 2007, it will have a profound, long-term impact on Europe’s securities markets. It will see banks operating as exchanges for certain activities, offering alternative execution services that more closely resemble the structure of over-the-counter markets, and will lead to the decentralisation of order execution in an array of venues previously governed by concentration rules.

The normative justification for delegation to independent regulatory agencies (IRAs) is that they operate by using technical analysis and expertise rather than political considerations in their decision-making processes. Although delegation has been discussed as a design principle, systematic evidence on the conditions under which IRAs make use of scientific knowledge and how is still scarce.

Governments throughout the world are requiring greater use of economic analysis as a way of informing policy decisions. This paper, provides a comprehensive analysis of the use of impact assessment in the European Union, using US assessments as a benchmark. We find that recent EU impact assessments include more economic information than they did in the past, although important items are still missing. We also provide evidence that the quality of EU impact assessment increases with the expected cost of a proposal.

The papers focus on key challenges of crisis management of cross border financial institutions at the EU level The book addresses topics ranging from the collapse of the Icelandic banking sector, cross-border banking resolution and deposit guarantee schemes, while also examining the crisis management approaches of the European Central Bank and other lenders of last resort.

Following the 2008 edition, dedicated to the French, Czech and Hungarian Trio Presidency, 14 European think tanks have joined together once again to address their recommendations to the current Trio, of Spain, Belgium and Hungary.
With the establishment of the permanent European Council presidency and the High Representative of the EU for Foreign Affairs and Security Policy the role of rotating presidencies has changed and thus that of the Trio Presidency, detailed in the Treaty of Lisbon.

The Southeast Europe (SEE) region comprises a group of countries with a common objective, and prospect, to become members of the European Union (EU). To achieve the goal of EU membership, these countries have pursued closer integration with the EU as well as with each other. In December 2006, the SEE countries, and Moldova, signed the Central European Free Trade Agreement (CEFTA), a comprehensive free trade agreement that aims to fully liberalize trade in the region as well as to achieve greater cooperation in a number of trade-related areas.
